Integrated Chat service is available in orkut too
So many of you are constantly on Orkut, sending scraps, commenting on photos. Now Google has make it easy for you to chat directly with your orkut friends, whenever they come online. They have fully integrated a version of Google Talk that works within orkut, with no install required.
the new Google Talk in orkut lets you:
- chat with your orkut friends in real time from directly within orkut
- control which of your orkut friends can chat with you
- chat with your Google Talk and Gmail chat contacts
- visit different orkut pages while keeping your chatboxes open
To chat with your friends in orkut! Just click on the 
button next to their names.

Hello Srikanth,
This is the common people , most of the people are suffering from it, but soon you will come to access chat feature.
Or check following setting :
Goto My setting -> navigate to Chat tab -> Check the Allow all my orkut friends to chat with me.
If all ok, then be patient, you will soon able to access it.
